Doesnât the auction platform perform only one function for buyers and
sellers, namely coming to an agreed-upon price?
All the other deal processing still has to occur at some point.
In our experience, even when we try to standardize the sales contract,
there are inevitably idiosyncrasies which require a review and revision process.
Things like governing jurisdiction, escrow agent selection, and the payment of
transfer fees are often topics for negotiation between the buyer and seller.
Then there is the transfer process itself, with attendant issues like template
submission, seller authentication, and buyer justification, many times requiring
broker attention. There are issues with exchange rates and tax authorities, etc.
Also, are the actual block numbers up for auction being disclosed? That
will mean the sellers will be publicly known.
If the blocks are not disclosed, how is the buyer to do due diligence prior
to bidding?
Are the bids binding? Are the bidders anonymous? Will auction results be
published?
I donât see the auction process as significantly decreasing the
transactional costs associated with small block transfers, but certainly
transparency will be increased if there is good auction volume.
Mark, there are some datapoints available for transfers, APNIC publishes a
list of all of the ones that occur in their region, including Inter-regional
transfers, with buyer, seller, and block listed, but no prices. You can find
that list here: ftp://ftp.apnic.net/public/transfers/apnic/
RIPE has a similar list: http://www.ripe.net/lir-services/resource-management/ipv4-transfers/table-of-transfers,
and ARIN also: https://www.arin.net/knowledge/statistics/transfers.html.
Of course no prices are available, except the prices of the few public
transactions. Only brokers and participants have that data.
I will also take this opportunity to let the list know that we have blocks
available from /24 to /14 in ARIN/APNIC, and from /22 to /13 in RIPE.
Also we have legacy space, and space that can be acquired along with the
corporate entity which owns the address rights. We even have special legacy
space which can be sold and REGISTERED by the RIR.

expectations for IPv4 addresses, and even set a standard for transactional
fees. Based on personal experience
prices and fees quoted from brokers vary wildly- to the point that I'd expect
some brokers significantly increase costs in order to bolster commissions. No
different from any other commission based transaction
really. Also interesting would be
historical and other data based on the auctions that is updated in real time to
keep a barometer on the market based on various metrics. (cost / Size of block /

method, where the seller and buyer can come to a mutual agreement is far more
