LACNIC already reached consensus in the same policy proposal, it is being implemented.
In AFRINIC is under discussion.
In ARIN there is a similar one.
In RIPE NCC next Tuesday, a new version of the policy proposal will be published (the last version didn't reached consensus), but the escalation already exists.
