If they don't respond, it is a violation of the abuse-c policy.
This policy (prop-125), was adopted in 2018 and implemented by APNIC in 2019.

Apologies for the confusion. I meant the South Korea one. As
far as China, even if there was an email they could read I don't
think you'd get a response. At least that's my experience from
ages ago and I am not sure it has changed.
When I was on a global network, I used to run the emails through
a translator and send the english and translated version in the
same email
