Yes APNIC can establish a mailing list for this, if there is demand. The only decision that we have made to now is, in the absence of a list, to suggest apnic-talk as a place for these discussions.
As for a list name, would "apnic-transfers" work?

Besides being very ugly, it doesn't fit the charter of
this mailing list unless "share other technical information
for the benefit of the community" means IPv4 bartering:
"APNIC Announce

the community using the APNIC Announce mailing list."
"APNIC Talk:
Discussions arising from those announcements are held
on the APNIC Talk mailing list."
"The APNIC Talk mailing list was created to provide a
forum for members of the Internet community, from any

and Internet governance. This forum is also a space to
discuss specific implementation issues and share other
technical information for the benefit of the community."
So, a separate list would be preferable to cluttering
this one up with rubbish. Name it whatever sounds good
and move the IPv4 address bartering crap there.
It's time to move onto IPv6 and leave this all behind...
