It’s simple, there are no IP transit agreements between the ISPs of India and Pakistan therefore there are no direct routes, as far as I know the both the governments don’t allow this.
Some years ago I heard that there is going to be Internet connectivity across the border over land but this has also not materialized.
Pakistan is very soon going to open imports from India for almost all items, I hope that Internet connectivity is also allowed. I think bandwidth is much cheaper in India and if we connect over a land route, it is going to be extremely economical for us.

Hope community members are having good time at APRICOT & APNIC meet at New Delhi.
I was wondering why there's no direct routes between India & Pakistan? Whenever I am tracing a route between India & Pakistan - it goes via HK/Singapore or London. There are 4 cable landings in Karachi - SEA-ME-WE-4, SEA-ME-WE 3, I-ME-WE and Transworld (TWA-1). Except Transworld - rest all 3 systems touch Mumbai directly. But still I don't see any of Indian telcos peering/selling transit/connecting to Pakistan based backbones. Let me know if I missed something. Maybe no business on layer 3 but selling only submarine fiber circuits on layer 2? Is there's any policy of which prevents such connection?
