There's some information about this at http://www.apnic.net/abuse
Prior to prop-079 implementation, the primary contact would be the
admin-c and tech-c of the resource.
Post prop-079 implementation (scheduled for 8 Nov 2010), the mandatory
mnt-irt of inetnum/inet6num/aut-num will point you to the abuse contact.
It may take time for all mnt-irt to be registered after the policy gets
implemented though.
