what I tend do most often as a
first point of lookup, is ask radb.
whois -h whois.radb.net 202.162.229.205
It seems to give me an origin of as4755.
Now how reliable is this data? I don't know.
You can also look up who's actually routing it
by using route-views, RIS etc. Project like
that are very useful.Afterall, truth is only
in the routing tables and packets that are being forwarded.
