The neutrality confirmation is given in the application form. However I didn’t get the point that’s highlighted. The board comprises of all participating
members.

If we mean by the highlight that to have similar model like APNIC where a non-member can also be a EC if recommended by a member, then these could
be considered if the community members democratically elect such criteria. However, this doesn’t mean that the organisation is not neutral in nature. It very well incorporates all community members as defined in MoA.
b.
But as a community member I have an objection to a election model what APNIC follows. For example, proxy votes that too manual in an organisation
that deals with IP. The election if it had to be fair, transparent and neutral then the election should be limited only to the level of online voting. Thus, I can question the transparency and neutrality process of APNIC EC election. But there is no end. First
of all this is not a forum to discuss this. I just picked up an example that I remember. Second, everyone will come with their own opinions and feedbacks. But at the end of the day we should see whether we comply the criteria or not. That’s it. If necessary
the criteria need to be modified. Now it’s becoming a lot for today… I will ease the atmosphere with this

at a later stage at www.nixi.in. finally, MoA & AoA will incorporate such clauses if such clauses are mandated as per the criteria. However, a neutrality
confirmation is produced already, along with the application. There is no condition that states that there is a need to start a new Section 25 company without stake holding by any other existing companies. An existing not for profit organisation can very well
do the functions of a NIR.
Ans: I object to this proposal. If APNIC needs to outsource as the cost of operation is higher in the current
location of operation, then instead of outsourcing APNIC could pass a resolution to shift their based in some other cost effective countries within the Asia pacific region like Nepal, Bhutan etc. ii) APNIC may publish financial projections for next three years with two options: b) outsource or relocate some of the operations to low-operational cost countries and analyse the impact
on the financial situation. Ans: I recommend that APNIC may operate as-is, but shift the base from the current location to another location
like Nepal, Bhutan to see the financial situation. I am confident that the answers for all the above will make the community be assured that things are the way as needed.
