Your understanding is correct. However it is not really a "new IPv6
allocation policy". It only applies to those with an existing 'initial'
allocation. And it does not apply to all subsequent allocations applied
for by an LIR.
The reasoning is that the recently implemented policy "IPv6 allocations
to IPv4 networks" allows the consideration of IPv4 intrafrastructure
as a means of determining an IPv6 allocation size. The policy uses the
HD ratio to determine the size of the initial allocation.

This allows LIRs to obtain much larger initial allocations and it was
observed that this policy should be retrospectively available to those
who already hold allocations. So the idea is that anyone with an existing
allocation can "expand" that allocation *if* they can justify it on the
basis of their existing IPv4 infrastructure and a plan for deployment of
the allocated addresses.
