Call for Nominations for Board of Directors
APIA is requesting 3 nominations to serve as governing Board of
Directors.
The following contains 1) the background information, 2) functions and
responsibilities of the Directors, 3) qualification of nominees, 4)
terms
and procedure, and 5) contact information. We seek an individual who
can
commit their time and actively participate by leading the organization's
major activities, especially in relation to APRICOT.
1) Background
During a joint meeting held on 17 July 2002 at IETF in Yokohama, the
stakeholders of APIA and APRICOT made a decision to merge the two
organizations. The merger would help APIA achieve one of the important
objects - "to provide and promote educational opportunities that will
enhance and empower technical and policy understanding of the Internet"
(APIA By-Laws Part I, Article 2.4). The benefits to APRICOT would be a
legal
umbrella as well as secretariat services with dedicated staff to engage
in
the day-to-day operation. These in turn should help APRICOT stabilize
their
operations that are critical for providing stable and high quality
educational event year after year.
In August 2002, the continuing Directors filled the vacant seats at APIA
governing board by appointing 4 additional directors as a required part
of
the merger process. Those directors have been carrying out the
responsibility, playing a major role in setting the foundation for the
future of APIA/APRICOT.
In respect to carrying out the responsibility set for the board, the
current
board members are concerned about the effectiveness of the board if we
were
to hold an election at the next AGM. After consulting the existing
members,
the board made a decision last month to add more seats at the board,
instead
of holding an election to replace the existing board members. The
decision
was also based on the need for wider representations among the board
members, especially after the merger with APRICOT.
This call for nominations, therefore, aims to fill 3 additional seats at
the
governing board of APIA. More details are as follow.
2) Functions and Responsibilities of the Directors
- to act on behalf of the Members in the interval between AGM,
- to manage the activities, functions, and affairs of APIA,
- to take all steps to facilitate and implement the decisions of the
Members,
- to consider broad Internet policy issues in order to ensure that
the organization's policies and strategies fully respond to the
constantly changing Internet environment,
- to establish the basis of the budget, and
- to provide any general directives dealing with the staff of the
organization.

3) Qualifications of the Nominees
APIA is a membership based organization. As such, the current by-laws
require that the candidate needs to be a member of APIA. In the event
the
prospective candidate is not currently a member, we expect them to
become a
member to satisfy the eligibility.
4) Terms and Procedure
The Board Members who are currently serving are:-

James Seng - InfoComm Development Authority (IDA) of
Singapore
The terms of the 3 additional board members will be for 2 years,
starting
March 2003.
Procedure
APIA Member organization can nominate one individual representing the
organization. The individual members can self-nominate for the
position.
The selection of individuals to fill 3 vacancies will be done by the
existing APIA Board Members in consultation with APRICOT Executive
Committee
