HEATH: I agree with Steve. I have many people come to my office lobbying. The telecommunications minister of China, for instance,
was saying that there are hundreds of thousands, if not millions, of IP addresses out there that have not been charged for. They're
grandfathered; they're not allocated, and they're not used. She said, "We don't want them to necessarily be given back, but if
they're going to use them, they should bear the rules like everybody else. The new rules are you pay for them." So it's not exactly
clear.
