If your network is located in the Asia Pacific region you should obtain
IP addresses from APNIC or, if the network is located in either
Indonesia, China, Taiwan, Japan or Korea, addresses can be obtained
from National Internet Registries (who in turn recieve addresses from
APNIC).

You should *only* obtain IP addresses from these entities if your network
is located within the regions served by ARIN or LACNIC. See www.arin.net
and www.lacnic.org websites for more information.
Having said the above, you can of course also obtain IP addresses from
your upstream ISP. These addresses however will not be portable.
