What is the intent of the policy ?
Is it to enable organisations to multi-home *or* provide additional address
resources to those requiring it ?
"This document proposes a clear policy for making portable assignments to
organisations with relatively small address requirements, but a need to
multihome. "
The above tends to suggest the former.
