You can find details of most delegated networks by querying whois.arin.net,
followed by whois.apnic.net or whois.ripe.net (and subsequent sub-regional
registries if necessary) in the case that they have been sub-delegated by
a registry.
Are you advocating a centralised database which contains the union of
data stored in all regional registries, so as to have a single place to
query for all addresses?
