OK. I agree that English documents would be very useful for the AP region.
And these reasons seems to imply that the documents are for APNIC and
APNIC members, not for the confederation members. Is this right?

Another aspect is maintenance of the documents. Must the confederation registry
re-submit updated documents to APNIC when it changes its policy?
Maintenance often needs more efforts than one-time translation.
