That is in the current draft, yes.

Four primary reasons:
- Defining policies in English should facilitate the sharing of policies,
thereby normalizing the resource allocation/assignment policies across
the region
- Having the policies in English provides a document base on which new
confederations can define their own policies instead of having to
re-invent the wheel
- In the past, APNIC has received complaints about particular aspects
of confederation policies. In order to determine whether the
complaints have any basis, we need to review those policies. As it
is unlikely APNIC will have the resources to translate all the
policies of the confederations, we ask the confederations do the
translation.
- APNIC must verify the allocation/assignment policies of the
confederations conform to standard registry guidelines.

That is one of the reasons, however as mentioned there are others.

Obviously, a legally binding document is not necessary, however it
would likely be helpful, particularly to the other confederations both
existant and starting up, if the policy document clearly describes the
various policies the registry has defined.
