The block is for the confederation member, not the
customers of the confederation member. Only the confederation
members will be able to take their blocks and switch upstream
providers seamlessly. In the above example, customer X, Y, Z
are not confederation members but are customers of a
confederation member. The customers do not
get their block from the confederation but from the
confederation member.

I haven't heard of any ISP giving away its IP addresses
to a customer who will take it to another ISP. Doing this
will not only dplete the ISPs IP addresses (for its future
customers) but also increase the routing advertisements
in the Internet as the IP blocks get fragmented.
