criteria for provider-independent space

That is precisely the point. Confederation members will have provider-
independent space.
But, I believe the converse is not true. You cannot get the provider
independent space just because you want provider independence. For example
ISP X buys transit from ISP A and wants an escape hatch in case it wants
to switch to ISP B. In this case, renumbering is inevitable.
