Some clarifications on Confederation IP assignment

I know I've asked these before, and David answered, but I cannot find
the answers... :) Hope nobody minds me asking them again since it's a
vital issue for us.
Is my assumption correct: The confederation is assigned space based on
the justification of *each individual member*, and not on the
confederation as a whole. Individual allocations given on a /19
boundary.
For example, confederation C has members M1 and M2. M1 can justify a /22
and M2 can justify a /19. Assume APNIC allocates out of 10/8.
Which one will apply:
- C is allocated 10.0.0.0/22 and 10.0.32.0/19. If IP addresses are paid
on a per-address basis, C will pay APNIC for 256*(4+32) addresses.
- C is allocated 10.0.0.0/22 and 10.0.32.0/19. However, since the space
following 10.0.0.0/22 is already "reserved", C will pay APNIC for
256*(32+32) addresses.
- C is allocated 10.0.0.0/16, and APNIC does not care how much address space
is in use. C will pay for 256*256 addresses.
- None of the above :)
