If an ISP doesn't have sufficient address space to satisfy a
particular customer request, the ISP can request additional space
specifically for that customer. Assuming the request is justified,
APNIC will allocate to the ISP for sub-allocation to the customer.

Pros:
- provider independence
- better aggregation
Cons:
- costs money
- another global routing table entry
