Your customer requests one from you, you submit the appropriate form
to APNIC, APNIC allocates the AS to you, you give it to your customer.

This sounds like a topic for PAGAN (policy and guidelines for the
allocation of network numbers, a proto-working group of the IETF, to
subscribe, send "subscribe" to pagan-request at apnic dot net).

they do so.
