I believe that I made a typo in proposal 1 so let me restate is in more
length - Section 3 of the retyped proposal differs slightly as a consequence.
The proposal for confederations
===============================
1. Existing members of APNIC who are in fact confederations
-----------------------------------------------------------
The intent here is to acknowledge thee member's existing support and commitment
to APNIC by using a fee schedule which would allow the member to become a
confederation relatively easily (in financial terms).
Fee Schedule A
--------------
Where:
1. a CONFEDERATION is already an existing financial APNIC member as of
1 March 1997
2. a CONFEDERATION undertakes sub-registry services and validation of all
service requests by confederation members prior to submission to APNIC
Then the fee schedule is:
- a single self determined membership fee (large, medium, small)
plus
- a $500 pa fee per confederation member.
2. New confederations
---------------------
Here the intent to to ensure that the APNIC services to individual confederation
members are fairly charged to confederations to ensure that existing APNIC members
are not subsidising the operation of servicing confederations.
Fee Schedule B
--------------
Where Fee Schedule A does NOT apply the following fee schedule for CONFEDERATIONS
shall apply:
- a single self determined membership fee (large, medium, small)
plus
- a $2000 pa fee per confederation member.
3. Migration to Confederation status for existing APNIC members.

I would suggest that existing confederations who are APNIC members have until the
end to 1997 to switch over to confederation membership. If they elect to change
to confederation membership prior to 31 December 1997 they will be eligible to
apply for Fee Schedule A.
As of 1 January 1997 all existing confederation members of APNIC who are not elegible
for Fee Schedule A, or who have not elected to be charged as per Fee Schedule A,
will be charged as per Fee Schedule B.
I hope this restatement of the proposal is clearer!
