Stage 2 of IPv4 Exhaustion Plan

Dear Colleagues
In 2010, the APNIC Secretariat formulated a three-stage IPv4 exhaustion
management plan to ensure orderly distribution of the remaining IPv4
address space. Stage 2 of this plan was triggered by IANA's
distribution of the final five /8 IPv4 blocks to the RIRs on 3 February
2011, in accordance with the agreed "Global Policy for the Allocation
of the Remaining IPv4 Address Space". This stage ends when APNIC
reaches its last /8 of available IPv4 space.

As part of the Stage 2 management plan, effective today, APNIC
implemented operational mechanisms which ensure that incoming and
approved requests continue to be dealt with in a predictable way. These
mechanisms include:
- Response to IPv4 requests and correspondence is now set to
exactly five (5) business days.
- Serialization of IPv4 requests:
Hostmasters will process requests sequentially, in the order
they are received. Requests will be queued and processed on a
"first come, first served" basis. The exact standard response
times ensure that this queue sequence is preserved.
- Team evaluation of requests:
Requests are now evaluated by the entire Hostmaster team.
Existing escalation procedures for large requests remain in
place.
To avoid processing delays, we encourage you to provide APNIC
Hostmasters with well-documented requests that properly satisfy policy
requirements.
