APNIC Fees to change in 2010

In 2008 the Executive Council (EC) of APNIC commissioned the
international consulting firm KPMG to perform a study on APNIC Fees and
make recommendations on appropriate fee mechanisms for APNIC to adopt.
The KPMG report and a response to its recommendations was announced by
the EC during the APNIC Member Meeting, held recently in Manila, the
Philippines.
The EC is aware of the community demands for APNIC services, which were
demonstrated by the latest APNIC Survey, also released in Manila. For
APNIC to meet these demands requires a secure financial foundation and
fair and appropriate mechanisms for distributing the responsibility for
funding the organization. In addition, APNIC must also be prepared for
the financial impacts of the forthcoming exhaustion of the unallocated
IPv4 address pool and a transition to the use of IPv6, which were also
examined by the study.
In accordance with KPMG's recommendations, the EC has endorsed a
replacement of the existing tiered fee model with a "continuous" fee
structure whereby a member's total address holdings will determine the
annual membership fee. The EC will also review and revise the fees
payable by NIR and Confederation members and has endorsed the
recommendation to introduce a new fee schedule by 2010. The details of
this new schedule will be released in April 2009 and will be effective
1 January 2010.
Akinori Maemura, Chair of the APNIC EC, welcomed the KPMG report
saying: "We have been attempting to undertake some reform in the fee
structure for many years, and thanks to KPMG's extensive study we now
have a well considered set of measures upon which APNIC can build a
sound financial foundation for our services to members in the coming
years."
