APNIC 13 - OPEN POLICY MEETING REPORT
___________________________________________________________
Dear APNIC members and friends,
APNIC's 13th Open Policy Meeting, held in Bangkok from 3 to 7 March 2002 in
conjunction with APRICOT 2002 was an unqualified success. It was especially
pleasing to see a high level of APNIC member attendance. Of the 645
delegates from 30 economies attending APRICOT 2002, 110 represented APNIC
members.
All of the Special Interest Group (SIG) sessions were well attended and the
success of the SIG discussions was in no small part due to the efforts of
the SIG Chairs whose efforts are greatly appreciated.
The APNIC Annual Member Meeting on 7 March 2002 was also very well attended
with 116 delegates present and 38 member organisations represented.
Delegates from the other RIRs (ARIN, RIPE NCC and LACNIC) and ICANN also
attended, demonstrating strong global interest in the meeting.
A summary of the main meeting outcomes is provided below. All presentations

1. EXECUTIVE COUNCIL ELECTION
------------------------------
An election to fill three vacant positions on the Executive Council (EC)
took place at the APNIC Annual Member Meeting. The three sitting APNIC EC
members whose terms were due to expire at the meeting had been renominated
and were re-elected.

2. POLICY DECISIONS
--------------------
A number of important consensus decisions were reached in the Address Policy
Special Interest Group (SIG) following discussion of policy proposals,
relating to:
Draft IPv6 Address Allocation and Assignment Global Policy
IPv4 policy recommendations from the Broadband Working Group

3. ANNUAL REPORT
-----------------
APNIC’s Annual Report, presented at the Annual Member Meeting, chronicles
the activities of the Secretariat during 2001. In spite of the uncertainty
created by the industry downturn, which has caused a slowing of membership
growth and a consolidation of memberships via mergers and acquisitions,
Internet infrastructure continued to grow strongly in the Asia Pacific
region during 2001. For the first time APNIC allocated more address space
than the RIPE NCC.
The annual report also provides status reports of major projects and
summarises the results of the Member and Stakeholder Survey conducted during
2001. The survey, which has received a formal response from the APNIC
Executive Council, will guide APNIC's planning and operational activities in
the next year and beyond.

4. APSTER – ISSUE 2
--------------------
The second issue of APNIC's newsletter, APster, was released at the APNIC
Annual Member Meeting. This APster features the revised membership structure
and an update on the policy decisions made at APNIC 12, held in Taipei
during August 2001. It also describes some new services that APNIC is
providing:
Member Services Helpdesk (to start on 2 April 2002)
RPSL-compliant whois service

5. MEETING SPONSOR
-------------------
APNIC wishes to thank the Taiwan Network Information Center (TWNIC) for its
sponsorship of the Annual Member Meeting. Sponsor contributions provide
valuable support, helping to defray costs and allowing APNIC to offer a
meeting programme of a high standard. TWNIC’s sponsorship and involvement
contributed greatly to the success of the meeting.
6. MEMBER SERVICES HELPDESK
----------------------------
The commencement of APNIC's new Member Services Helpdesk on Tuesday 2 April
2002 was announced at the Annual Member Meeting. The new Helpdesk will
provide a more personalised service for members with one point of contact
for all enquiries.
The Helpdesk will have extended operating hours, from 9:00 am to 7:00 pm
(Australian Eastern Standard Time, UTC + 10 hours), making the service more
accessible and convenient to members based in different time zones in the
Asia Pacific region. Members will be able to talk directly to APNIC
Hostmasters in a range of languages, to resolve their queries.
