[apnic-announce] Annual Member Meeting 2000 - Results

Dear APNIC member,
As you know the APNIC Annual Member Meeting for 2000 was held on 3 March, in
Seoul. At this meeting, a number of important decisions were made,
including election of Executive Council members and changes to APNIC fee
structure and resource management policies.
This message is to update you on the most important developments from the
meeting:

It seems that this meeting was generally regarded as the most successful in
APNIC's history. It followed the APRICOT conference, including APNIC's own
conference track of tutorials and SIG sessions, which were also regarded as
very successful and valuable events.

1. APNIC Annual Report for 1999
The Annual Report for 1999 was released at the Member Meeting, and is now
available on the APNIC web site, at:

You will notice that the report includes the new APNIC Logo, also launched
at the meeting.

2. EC Election Results
Three EC positions were open for re-election at this meeting, and the
following were elected:
- Takashi Arano
- Che-Hoo Cheng (re-elected)
- Geoff Huston (re-elected)
With this election, we say goodbye to Toru Takahashi, who has served on the
APNIC EC for 4 years, first as Chair and then as Treasurer.
The first EC meeting will be held by telephone conference during March 2000.
Office holders will be appointed at this meeting.

3. Membership/Fee Structure
The new APNIC Membership/Fee Structure was put to a formal vote at this
meeting, and approved with amendments.

4. IPv6 Fees for Confederations
The proposed IPv6 Fee Structure for Confederations was also put to a formal
vote at this meeting, and approved, also with amendments.

5. Policy Changes
During the APRICOT conference, APNIC held a series of open SIG sessions,
including an Open Address Policy meeting. At that meeting, presentations
were made on a number of policy items, and several of these issues were
approved by consensus.
A summary of the Address Policy SIG was presented at the APNIC Member
Meeting and the consensus items were approved by APNIC members.
5.1 /20 Minimum Allocation
It was agreed that APNIC would lower its minimum allocation from /19 to /20.
This is to be done by making an announcement to the global community and
setting a further 3-month period before the change is implemented.
5.2 Allocations from Class-A address space (61/8)
It was agreed that APNIC would start making routing address allocations from
its 61/8 address block. Again, APNIC will announce this change and set a
3-month implementation period.
5.3 Confederation Memberships
It was agreed that formation of new confederation memberships should
continue to be suspended until remaining policy issues are resolved.
5.4 Name-based Web Hosting
It was agreed that while APNIC should not make name-based hosting a
mandatory criterion for address allocations to Web hosting providers, it
should continue to strongly discourage IP-based hosting.

6. Next APNIC Meeting
It was decided that APNIC should have another meeting during 2000 and that
this meeting should be extended to provide a forum for open policy and
technical tracks, including the election of Asia-Pacific members of the
ICANN Address Council.
While the APNIC Secretariat presented a proposal to hold this meeting in
Brisbane, Australia, it was decided that a further call for proposals should
be issued, and a decision made on the final location by early April 2000.
