While I will not be at the APNIC meeting, I think this would be extremely valuable. In off-list discussions (mostly unrelated to this proposal), I have been surprised at the level of misunderstanding of basic inter-domain routing 'physics'. I privately suggested to the chair a survey be undertaken to try to gauge the knowledge level of APNIC policy discussion participants, but a tutorial would probably be a better approach.
