I'm not certain I can sufficiently distance myself from ARIN in
order to voice personal opinion, but I'll try... In my purely
personal opinion, making returned address space available to the
IANA is essential, just as allowing transfers of address space
between regions is essential. However, in either case, it's is
equally important to maintain the current needs-based allocation
framework for these processes. The central issue is the departure
from needs-based that simply hasn't been agreed to by all of the
regions.
