The global policy governing IPv6 allocations to RIRs is "Internet
Assigned Numbers Authority (IANA) Policy For Allocation of IPv6 Blocks
to Regional Internet Registries"

According to that policy "The IANA will allow for the RIRs to apply
their own respective chosen allocation and reservation strategies in
order to ensure the efficiency and efficacy of their work."
At ARIN XXVIII, the RIR Resource Managers met with IANA to discuss this
issue with the result that APNIC believes the type of reservations
required by prop-099 would be acceptable under the existing Global Policy.
if i read correctly, izumi-san asked WHY this is needed. you responded
that it is procedurally allowed. this would not seem to answer her
question.
