We introduced the idea to JP community and received two comments so far.
Both stated that it is okay to stick with the current policy as we can
always come up with an alternative if we use it up.
We also plan introduce the idea at our coming Open Policy Meeting in
July, so I will share them on this ML if there are futher discussions.

This is to change the HD ratio in IPv6 from 0.8 to 0.94 which also lead to
