<br><div>Maybe India should go down this path, and undertake a 24 month case study for us to all witness if this is a viable model or not and we can then decide if it is a policy that should be adopted throughout the region, or if it becomes an opt-in policy that some specific economies may wish to undertake.</div>

<br>We&#39;ve all heard the technical reasons that we believe this proposal won&#39;t achieve what is being set out, the fact we&#39;re still arguing this despite what appears to be a majority against (based on mailing list traffic, and notwithstanding Busan (which I did not attend, so i&#39;ve no idea what the discussion was like) suggests that continuing to discuss it here is unlikely to see a consensus.  Is a limited trial the way to either &#39;sink or swim&#39; with regard to this proposal?<br>
