My observation is that policy concerns surrounding IPv6 are quite different from IPv4 as IPv4 slowly approaches legacy.

Given this why not moot a simple gated process for IPv4 policy changes?

The idea being a IPv4 proposal can be heard once a problem statement and supporting evidence is first presented to the chairs AND if the chairs agree the problem is valid, AND there is sig-policy mailing list consensus if the problem is valid AND there is enough people willing to work (not just comment) on the policy. From there the proposal process (as we know it today) can be initiated.

This, I would think, will stop errant and frivolous IPv4 proposals from hitting the shores. Although I'm still a big fan of 'enough v4 policy already'.
