Addressing this separately as I tried to find a reference but couldn't.
I vaguely recall that the APNIC Debogon Project discovered a set of addresses that were far to 'dirty' and APNIC decided to exclude these from future allocation.
Surely those would be a suitable candidate to include in a RIR/NIR public registry of unallocated/reserved/RQA-status/etc??
I don't know of any list of "reserved addresses" addresses like
