Probably not.

That's a whole other discussion bordering on religion for some :)
It's nice that APNIC likes to do research, but is that
something the members should pay for?
If it benefits members then it is reasonable APNIC would fund such an
effort.
As Sanjaya pointed out, there have been numerous occasions where members
have been allocated blocks from a new /8 only to find that they are
being filtered at various points. So I guess politically this is an
issue where APNIC needs to be seen to be doing something.
The question though is this particular proposal going to solve the
problem? People with a lot more experience in routing than myself seem
to be saying no fairly loudly, so I would tend to agree.
