Prop-37 is listed in the abandoned part of the proposal archive page
(http://www.apnic.net/policy/proposals/archive.html) - although from
minutes, the proposal wasn't abandoned but sent back to the working
group.
(but can now certainly be called abandoned or withdrawn as a policy
proposal)

Not germane to the withdrawal of the proposal, but as I understand it,
LACNIC do not do management of resource via email. I think also
crypto-signed email is not the same as being both signed and encrypted
but I believe this discussion has already happened at the working group
level.

so i can not be sure what the proposal was/is.
but if this was the proposal to eliminate email registration, my
impression was that the proposal was rejected by the membership, not
that it was turned over to apnic ops as an operational matter. this
would be, of course, because it seriously affects member interaction
with apnic.
note that all the other rirs have crypto signed email as a major
interface.
