You should note that there is a timing issue related to this proposal.
It seems *highly likely* that the final /8 phase will begin before this
policy can be discussed again in Korea. If that happens then we may see
transfers taking place under our current final /8 policy:
Prior to the exhaustion of APNIC's IPv4 space (that is, prior to the use
of the "final /8" allocation measures) recipients of transfers will be
required to justify their need for address space. After this time there
is no requirement for any form of evaluation of requirements for
eligibility.
For folks who don't remember back to the months prior to August 2009,
"demonstrated need" was a hotly debated clause in the original transfer
policy proposal text (prop-050). The clause was not included in the
final text that gained consensus.
Do we really want to put it back in, especially, as Andy points out,
there will be a period where transfers will happen without any
demonstrated needed? Maybe the experience of the initial transfers
taking place can be documented to give us better guidance in Busan. :-)
