Given the proposal you mention is just that, a proposal, prop-088 is
written based on the current situation.
Sure. However, if it becomes policy it will outlive the current situation and
should be considered in light of both the current situation and likely future
scenarios.

Creating additional orgs to get more resources is not a problem unique
to the APNIC service region either. Been discussed many times already.
True, but, the one last slice policy is, to the best of my knowledge, unique
to APNIC. Others have policies along the lines of one slice per x time period.
This provides significantly greater incentive for synthetic orgs in the APNIC
region than in others, IMHO.
