Building on those recommendations the ARIN AC NRPM Clean-up Working Group undertook an editorial review of the NRPM. The focus of the review was to clarify and simplify language, employ consistent and more up to date terminology throughout and renumber the sections after removing section numbers that were no longer being utilized. The changes resulting from this review were captured in ARIN-edit-2020-9, proposed in September 2020. 2019-1 also had waitlist restriction language put into 8.4. The portions of ARIN-edit-2020-9 relating to Sections 8.3 and 8.4 of the NRPM are presented in this editorial change for community consideration. The remaining portions will be presented separately. Policy statement: In Section 8.3.: Under "Conditions on source of the transfer," replace "Number resources received as the result of an 8.2 transfer are out of scope for the purposes of this restriction" with "This restriction does not include 8.2 transfers." Under "Conditions on source of the transfer," remove "The source entity will not be allowed to apply for IPv4 address space under Section 4.1.8. ARIN Waitlist for a period of 36 months following the transfer of IPv4 address resources to another party." Under "Conditions on recipient of the transfer," remove "If applicable the recipient will be removed from the ARIN Waitlist and will not be allowed to reapply under section 4.1.8. ARIN Waitlist for a period of 90 days." In Section 8.4.: Under "Conditions on source of the transfer," replace "Number resources received as the result of an 8.2 transfer are out of scope for the purposes of this restriction" with "This restriction does not include 8.2 transfers." An organization should request an AS Number only when it is already multihomed or will immediately become multihomed.” All ARIN delegations are based on current needs, and some customers aren’t aware they need network plans when they request an AS Number. Additionally, clarification that some organizations may have a unique need for an AS Number outside of utilizing a unique routing policy, such as BGP. Policy statement: In Section 5 - Replace “Sites that do not require a unique AS Number should use one or more of the AS Numbers reserved for private use.” with “Private ASNs should be used only when there is no plan to use them on the public Internet.” Replace “1. A unique routing policy (its policy differs from its border gateway peers) 2. A multihomed site.” with “1. A plan to connect their network using a unique routing policy, such as Border Gateway Protocol (BGP) 2. A network requiring routing policies to be deployed which are unique only to that network” Replace “AS Numbers are issued based on current need. [On behalf of NRO] ________________________________________________________________________ Statement of the Number Resource Organization on allegations against AFRINIC ________________________________________________________________________ It has come to the attention of the Number Resource Organization (NRO) that certain members of the Internet community have expressed concerns regarding AFRINIC, the Regional Internet Registry (RIR) for Africa, and its operations. Through messages posted on various community mailing lists, allegations have been made against AFRINIC and the performance of its duties as a RIR. While the issues raised are best resolved by the RIR at issue, the NRO provides the following statement to the global Internet community. Each RIR manages services in its respective region. AFRINIC has been duly recognized globally to administer number resources in its region. The very nature of the allegations reveals a disagreement with AFRINIC on its implementation of its Registration Services Agreement as well as community-developed policy. All RIRs, on occasion, face allegations of errors in implementation of policy or agreements, and such disputes, being routine in nature, are best handled by the individual RIR and/or its community and related legal and courts system. It would be inappropriate for the NRO or any other organization to address issues that relate to the RIR’s service region and policies developed by its community.
