Dear Cooperation SIG Members,

We invite you all to attend, participate, and make a presentation in the
Cooperation SIG during APNIC 47 in Daejeon, South Korea.

The SIG session is scheduled for 16:30 Monday, 25 February 2019.

The Cooperation SIG is a forum for discussing broader Public Policy
issues pertaining to Internet and its Governance.

The theme for the Cooperation SIG at APNIC 47 is " “ Internet Content Blocking and Filtering – Challenges and Way Forward “..

A brief description of the theme is as follows :

" With more and more people around the world connecting to the Internet has given rise to enormous amount of content creation in all facets of human activities viz social , political, economic ,entertainment etc..Increasingly it has also triggered fake news, hate speeches, malicious and abusive content. Internet is designed as a global technical infrastructure which is open, globally connected and needs no permission to communicate and create innovative applications and content.

Intermediaries such as Internet Service Providers , Social media  and Search engines are the platforms through which Internet Content is facilitated to the end users. While these platforms are global , the content is local in nature.

There are two types of contradictions here. On one hand, freedom of expression and privacy issues become important to the end users where as Governments and law enforcement agencies are concerned about harmful/ illegal content which increasingly and often disturbs public-order and threatens democratic norms in the society.

The question is , what kind of content needs to flow  in these platforms and which type needs to be blocked/ filtered and what norms/ policies to be followed.

There is a need to have a balance among the various stake holders. How this content blocking and filtering is going to affect conflicting requirements of users, service providers, technical / network community, policy makers from the point of view of compliance, cost, risks, technical expertise, is the critical question.

Further a way forward may be to have a dialogue , collaboration and cooperation within the multi-stakeholder environment."

This session will run for 90 minutes to hear from various stakeholders on these challenges and try to understand their needs and expectations.
