FW: SCS RBP portal not working in GICB Network

Hi Folks Hope all are doing great ???? I am having an issue with Royal Bhutan Police site “scs.rbp.gov.bt” (detail in the trailing email). I can ping and traceroute but cannot open the site. I raised the same issue with BT as well but no response. I would be grateful if I can get the root cause of this issue ???? Thanking you in advance. I was trying to troubleshoot an old issue in our network today. (Cannot open http://scs.rbp.gov.bt/ from our network) And found the following: 1. Did NMAP and found following: 2. We can ping and tracert the IP 119.2.116.21 3. Following is the status of the ports from nmap We have no idea why we can reach the IP but cannot open the site. Since the traffic is being routed via BT wanted to seek your expertise ???? If RBP have not allowed our IP block, then we should not be able to reach them aswell right? Hoping for a solution from your end boss ????
