________________________________________________________________________ APNIC EC election 2020: Important changes to voting procedures ________________________________________________________________________ The next APNIC Executive Council (EC) election will be held during February 2020, concluding at the Annual General Meeting (AGM) in Melbourne, Australia on Friday, 21 February. Two important changes are being made for this election: 1. The election will be conducted using a new independent online voting system, BigPulse. 2. The entire election process will be conducted by electronic means, and paper will no longer be used for proxy appointment forms or on-site ballot papers. What will change? ---------------- Election process APNIC Members will access the election via MyAPNIC as usual, but voting will be conducted on the BigPulse platform. This platform is entirely separate and independent from APNIC, and APNIC will not have access to data submitted in the voting process. Online voting will be available for the duration of the voting period, from the opening of the election, two weeks before the AGM, to the close of voting during the meeting. Paper ballots will no longer be used for any part of the voting process. The new voting system will no longer allow 'splitting' of votes. In accordance with the APNIC By-laws, Members will cast their entire quota of votes (between 1 and 64 votes), as a single ballot. Proxy appointment and voting APNIC Members will appoint proxies via MyAPNIC (in the usual way), and it will no longer be possible to appoint proxies using the previous paper-based system. Individuals who are appointed as proxies will receive email notification of their appointment, and further detailed instructions on how to vote online from the Voting desk on the day of the AGM. Proxy votes will be cast online on the day of the election, as described above. Election trial -------------- For Members interested in previewing the new voting interface before the coming election, a trial election will be held in mid-January 2020. ________________________________________________________________________ Editorial comments on draft documents ________________________________________________________________________ APNIC seeks editorial comments on the following draft documents: - APNIC-120: Member Fee Schedule - APNIC-122: Non-Member Fees The fee schedules for APNIC Member and Non-Member account holders will change from 1 January 2020, with annual fees returning to pre-2015 levels. Key changes ----------- APNIC annual fees will be calculated using the following parameter values: - The ‘Base Fee’ for Members will return to AUD 1,180 from AUD 1,050. - The ‘Base Fee’ for Non-Members will return to AUD 1,357 from AUD 1,200. - The ‘Bit Factor’ for both Members and Non-Members will return to 1.30 from 1.308 The addition of section 1.2, which outlines the calculation of the Annual Fees. ________________________________________________________________________ APNIC fees to change for all account holders from 1 January 2020 ________________________________________________________________________ Today APNIC is announcing that the fee schedules for APNIC Member and Non-Member account holders will change from 1 January 2020, with annual fees returning to pre-2015 levels. This will result in an annual fee increase for all account holders, as explained below. APNIC’s fees were reduced by the APNIC Executive Council (EC) in 2015. At its recent December meeting in Taipei, the EC determined that cost inflation over the past five years required a return to the prior fee structure, to adjust for this inflation. The new fee schedule will come into effect from 1 January 2020. All renewal invoices produced from the date of this announcement will reflect the new fee schedule. ________________________________________________________________________ ASO Announces Support for Fundamental Bylaws Amendment to Article 18 of the ICANN Bylaws ________________________________________________________________________ In its capacity as a Decisional Participant in the Empowered Community, the NRO EC (acting as the ASO) has agreed to support the Fundamental Bylaws Amendment to Article 18, Section 18.7(b) of the ICANN Bylaws relating to the composition of the IANA Naming Functions Review as posted by the ICANN Board according to its Resolution 2019.09.08.05. https://www.icann.org/en/system/files/bm/secretarys-notice-3-13sep19-en.pdf The ICANN Empowered Community Administration was informed of the ASO’s decision on Wednesday, 27 November 2019. Process ------- In accordance with its role as a Decisional Participant in the Empowered Community, the NRO reviewed the proposed change and concluded that this ICANN Bylaws change would not impact the Internet Number community and allows ICANN to remain accountable to its Bylaws-mandated mechanisms. As per Article 3 of the ASO Procedures for ICANN Empowered Community Powers, the RIR communities were informed and asked for Feedback.
