[Wg-rms] Separation between service deprecation and bridging mechanism

In the APNIC 23, the core opinion for the policy "prop-037:
Deprecation of email updates for APNIC Registry and whois data" was as
follows:

+ It was suggested that the proposal be broken into two questions:
      a. Should the service be deprecated?
      b. Should there be a bridging mechanism to ensure continuity
         of the service for those who require it?

I personally think this is very good suggestion.  Please let me hear
your opinions with regards to separating a and b, or each content of
those.
