I prefer your former one, since we have already described as follows;
(guideline draft 6. Definition of a 'site')

The number of sites is counted in accordance with the number of
contracts. Each 'end site' is eligible to receive /48 assignment in
general case.

Also, current policy(*) says if LIR assigns 'additional' /48 to the
same customer (end site) it should follow second opinion request
process, in this case it can be happen one single end site has
multiple /48s which cannot be aggregated into one prefix (/47).
I have missed a case such as this so I have editted my draft as
follows;

8. Second opinion requests
When one single end site requires shorter prefix than /48 (e.g. /47 ,
/46...)for 2 years requirement, or it requires additional /48(s) after
its initial assignment, LIRs must follow Second opinion request
process prior to the assignment.

5.4.2. Assignment of multiple /48s to a single end site
When a single end site requires an additional /48 address block, it
must request the assignment with documentation or materials that
justify the request. Requests for multiple or additional /48s will
be processed and reviewed (i.e., evaluation of justification) at the
RIR/NIR level.

Oh ok. What I meant by 'subnetting plan' was something like "/64 for
sales department, /64 for marketing department,,,". But this may cause
a confusion, and this should be found on network diagram so yes I think
I can remove it.
