If my understanding is correct, IPv6 address is allocated only by
RIRs. Is the word 'NIR' necessary?

I think the item 'Registration of each host' should be deleted. It's
too hard to register addresses of all nodes using stateless
autoconfiguration, so this recommendation is very tough. And to make
this reverse lookup effective, we must consider the temporary address
defined in RFC3041.

 | - ip6.int. / ip6.arpa
 |     - ip6.int is now deprecated for all organizations.
 |     - Shifting from ip6.int. to ip6.arpa. is appreciated for all
 |       organizations.
 |     - If it is impossible to shift, the organization are requested to
 |       have both environment.

I think it's better to add a reference to RFC3152.
