In IPv6, setting up the reverse delegation is not mandatory (The IPv6
address policy says that reverse lookup must be delegated 'upon
request' at the section 5.6). So I think this can promote the
registration, but cannot ensure it.

| in IPv4 is a /24) ?
IPv6 PTR records have nibble boundary, so it can naturally delegate
with that boundary. From the viewpoint of address policy (not from the
technical point of view), I think the minimum delegation size can be
/48.
