Yes, that is what i means.

Though there are some difference between NIRs, the evident point is that
NIRs should run their own DB for registration and that is very useful for
RIRs whois service with correct information.
For clear whois service or management on IPv6 address, I think we had better
make the way of DB registration clear in early stage consistent with NIR
Operational Guideline or something.
