Re: [Wg-ipv6-guide] (TOC 7.3) Closed Networks

Hi Hosaka-san and all,

I think there will be a question on how one can meet the current
ipv6 policy 5.1.1(c), and be unconnected in the same time,
because 5.1.1(c) says that the organization must have a plan to
advertise its connectivity.

Therefore I think it will be useful if we could clarify how to
interpret this; will an organization qualify if he at least has
a plan to connect globally even if it is not connected yet; or
will an organization qualify if it is advertising its
connectivity to somewhere and it need not be the global ipv6.
Personally I'm not quite sure of what the latter interpretation
is suggesting.
