I think it's ok if the end site buy two separate external link
(e.g. two ADSL line) from ISP B. And
| space from multiple IRs in APNIC-086 document, because the draft definition
| somewhat sounds like a end-site can receive IP addresses from different ISPs
| for the same network.
It's ok to get multiple address blocks to one end site (one network),
this is one typical case of IPv6 multihoming.
