I think the word a 'site' should be a 'end site' to correspond to
the policy document (this is not a serious matter).

And one question, my company has multiple separate networks at one
place.  Each network can not connect each other because each network
has different management policy.  In this case, is our network
considered as multiple sites?

At the time we discussed original IPv6 address policy draft in Japan,
we deeply considered this 'site' definition, but we could not find
good one.  Then we choose 'contract based' definition (this might be
Arano-san's idea).

So, I think it better to write some examples in this section.
