Hi Paul & all,

Great thanks for Paul's proposal. This proposal sounds reasonble for us than 
the versions before.

We haved discussed with other NIRs, some of which have the same query as we 
do, like NIRs, APNIC confederation members hold plenty of IP addresses and 
also contain sub-members, is there any proper fee structure that could be 
implemented for such confederation members?

Appreciated to have your comments on this issue.
